Appropriateness 'LINK'


A certificate of appropriateness (CoA) is required for all proposed exterior alterations, new construction and demolition within a local historic district, with the exception of routine maintenance, repairs and replacements using the same materials, interior alterations and paint colors. If you propose to make modifications to a property (structure and site included) that is designated as a local historic property you will need to follow the steps for obtaining a certificate of appropriateness (COA) prior to pulling necessary permits and beginning work. To determine whether the property is a locally designated historic property, follow the instructions here.


Properties on the Clark County Heritage Register may require a Certificate of Appropriateness before work can be done to the property that affects its historic features or requires a building permit. Ordinary repair and maintenance generally does not require a certificate of appropriateness, however please contact appropriate Historic Preservation Commission staff before proceeding with any maintenance or repair work.


A certificate of appropriateness (COA) is required for exterior alterations to properties located within the city's local historic districts and historic overlays to ensure compatibility with the historic character of the district. Approval is based on the Wilmington Design Guidelines for Historic Districts and Landmarks. The design standards do not impose a particular architectural style, but encourage compatible design and congruity. Major work requires review and approval by the HPC pursuant to Section 18-597 of the Land Development Code.


A certificate of appropriateness authorizes a change in appearance of a building, structure, site, landscape, or object that is designated as a Protected Site or is located within a Preservation District. Failure to comply with the Landmark Preservation Ordinance may result in a stop work order, citation, fines and/or other legal action.


A certificate of appropriateness was denied by the HPC for a new detached garage at 4909 Bruce Avenue at the December 13, 2022 meeting. The applicant took feedback from the HPC and redesigned two options for the proposed new roof on a new detached garage .


Staff was notified that the as-built elevations of the project at 4510 Sunnyside Road do not match the plans previously approved with the original certificate of appropriateness. The property owner was notified, and are requesting the HPC approve the elevations as built. The change from the original COA elevations is to the second floor dormer. The second floor dormer/gable was shown much larger on the plans previously approved with the COA.


Staff was notified that the as-built elevations of the project at 4604 Browndale do not match the plans previously approved with the original certificate of appropriateness. The property owners were notified, and are requesting the HPC approve the elevations as built. The change from the original COA elevation is to some of the tile detailing and the metal window box details on the street facing facade.


4909 Bruce Avenue is located on the east side of Bruce Avenue, north of 50th Street West and south of Country Club Road. The existing home on the lot is a two-story home that was built in 1927. The applicant is requesting a certificate of appropriateness for the demolition and construction of a new detached garage.


4505 Drexel Avenue is located on the east side of Drexel Avenue, south of Sunnyside Road and north of Bridge Street. The original house is a two story home that was built in 1930. The applicant is requesting a certificate of appropriateness for the construction of a new detached garage and an front door overhang on the street facing façade.


4914 Bruce Avenue is located at the northwest corner of the intersection of 50th Street West and Bruce Avenue. The existing home on the lot is a two story home that was built in 1928. The applicant is requesting a certificate of appropriateness for the demolition and construction of a new detached garage. 041b061a72
